（三）新的海底情報系統(tǒng)技術(shù)發(fā)展使光纜保護面臨更大威脅

當前，主要大國情報機構(gòu)在海底光纜系統(tǒng)中收集信號情報的活動幾乎已經(jīng)成為“日常任務(wù)”，24由于直接在靠近目標國家海域安裝信號竊取裝置顯然具有較高的風險，而在本國光纜登陸站或者其他電信基礎(chǔ)設(shè)施內(nèi)收集信息又將受到國內(nèi)法律的限制，利用潛艇或者無人潛航器在深海實施秘密情報收集活動則成為一種安全并且高效的選項，目前的技術(shù)發(fā)展已經(jīng)可以滿足此類行動的要求。這種行動模式也將給確保海底光纜信息安全的努力帶來更大挑戰(zhàn)。經(jīng)過多年的開發(fā)，美國海軍在這一領(lǐng)域已經(jīng)建立起顯著優(yōu)勢。由于其能夠長期、抵近和隱秘地執(zhí)行任務(wù)，美國海軍潛艇部隊從2000年左右開始大量實施信號情報和電子戰(zhàn)行動，其不僅能夠?qū)５坠饫|實施竊聽，甚至還能夠通過其發(fā)動網(wǎng)絡(luò)攻擊。25根據(jù)斯諾登在2013年曝光的文件，美國海軍“安納波利斯”號潛艇就曾大量執(zhí)行“計算機網(wǎng)絡(luò)刺探”任務(wù)。隨著無人潛航器動力和控制系統(tǒng)的改進，未來美國海軍還計劃將大型潛艇發(fā)展為無人潛航器母艦，在更加廣闊的水域?qū)嵤└`聽和攻擊，從而使海底光纜系統(tǒng)面臨更大威脅。（全文完）
